| Redefining policy mechanisms |
 |
Relevance, utility and use of (quasi-)arm's length financing mechanisms for culture in SEE |
| In the past 15 year, many attempts have been made in order to reform the centralised financing mechanisms inherited from the past. Also, there was a pressing need to identify new financial resources which would supplement the limited budgetary appropriations for the culture sector. In this context, very diverse models of so-called "arm's length financing mechanisms" came into being in Eastern Europe, some in the early '90s, some later on, while in some countries they are still on the drawing board. The forum therefore aims to share information and experiences on the functioning of such arm's length financing mechanisms in our countries and to find and share possible ways of improving their operations and their impact on the cultural life. |
