| Bulgaria: Cultural Sector initiates Co-operation Agreement with Razgrad Authorities |
Razgrad is both a municipal centre and a district centre. The Municipality has 19 settlements, governed by mayors or deputy mayors, and the city council consists of standing committees. In Razgrad region there are 6 professional cultural institutes, 4 NGOs maintaining cultural activities, and 98 community centres (chitalishta). The Municipality of Razgrad has 73,888 inhabitants, which is 33.32% of the District of Razgrad's population and 0.9% of the population of Bulgaria.
The Association of the Cultural Activists of Razgrad initiated a campaign for an agreement between the NGO sector and the public authorities. The aim of the agreement is to increase the sector’s participation in local policymaking activity.
As a result, on 23 October 2002 a memorandum for collaboration between the district authorities, the municipality of Razgrad and the forum of NGOs was signed. This seeks to include NGO representation in the main local policy-making body – the Municipal council – by having a representative attend each session of the Council. The three parties have also agreed to hold monthly discussions of the issues affecting the third sector.
A concrete development was the setting up of a public council for collaboration with the public authorities in the region. At present the council is working on the elaboration of an action plan.
