Attempting to respond to the numerous challenges facing cultural development today in the Republic of Moldova (among which the decentralization process or the very recent territorial-administrative reform re-instituting the smaller administrative units or 'raļon', thus replacing the 10 'judete' [counties] with 32 'raioane' [districts]), the project aims to contribute to the elaboration and implementation of effective mechanisms of financial support for public and private cultural organizations and activities, by drawing on the relevant practice and experience of other Western as well as former communist countries in this field.
The project will facilitate the creation of a working group bringing together representatives of all relevant sectors (legislative, executive and cultural sectors, both public and private, at national as well as at the local level) and the organization of a seminar, for key stake-holders and decision makers, in which the financing system in Moldova as well as the practice and specific mechanisms from other Eastern and Western countries will be presented and the feasibility of their adoption in Moldova discussed. Clear proposals and recommendations for improving the funding system at national and local levels will subsequently be drafted and submitted to decision makers in view of their adoption.
The project enjoys also the support of the Soros Foundation Moldova.

Finalisation of the research phase of the project
The first step of the project consisted in an analysis of the cultural funding system in the Republic of Moldova, as well as in other Eastern and Western European countries. Funding mechanisms from a wide variety of countries have been analysed, in order to identify potentially relevant and feasible mechanisms to be implemented in Moldova. |
