Strategic Development of Suburbia Culture, Obrenovac (Belgrade) (completed)

 description:  Building on the methodology, experience and results of the PfC action project implemented in Serbia in 2002 in four municipalities, but responding at the same time to the specific context of the Obrenovac municipality (as part of the City of Belgrade, experiencing limited autonomy and decision-making power in specific areas), the project aims to encourage the local community of the Belgrade suburb Obrenovac to take an active role in shaping its own cultural environment. The project aimed at raising awareness of the role the different stakeholders should play in this process, and at developing, through the project activities, a sustainable cooperation between NGOs, public institutions and public authorities, which will lead to the creation and adoption of a strategic document of cultural development.

Obrenovac is interesting because it is a well-developed municipality (almost an independent area) and part of the city of Belgrade (and financially dependent on the city). A special feature of the project is that the City Council of Belgrade has already showed interest in disseminating its work within a further five municipalities from suburban Belgrade (Lazarevac, Barajevo, Sopot, Grocka, Mladenovac). This would allow the future development of a joint cultural policy platform — starting from the local level towards higher levels of cultural policy.

PROJECT NEWS
02.04.2004 Strategy for Obrenovac Municipality completed
The civic - public platform established during the project recently finished its dialogue on cultural development for the municipality and presented its completed strategy which is now available in both Serbian and English. Final Report will follow soon.

31.01.2004 The workshops
Within the framework of the project, two workshops were held on January 19 and 26 with the participants to the previous activities representing different cultural institutions of Obrenovac. The main outcome of the two workshops was the draft of the strategic plan of cultural development in the Obrenovac municipality.
31.10.2003 Finalisation of the first phase of the project: the research
The first phase of the project consisterd in three group interviews, gathering decision makers; representatives of cultural institutions, NGOs, freelance artists; and representatives of local media, economy and tourism.
